November 3, 2026 · By Piyush Sahoo WhatsApp marketing means using WhatsApp to reach people who agreed to hear from your business, with offers, reminders and conversations that lead to a sale. You send Meta-approved templates, write free-form replies inside a 24-hour window, and pay per delivered message. In India, consent decides what you can do. This guide helps you choose the right tool, collect consent that holds up, work out whether a campaign can pay for itself, and avoid the limits that stall most new senders. It ends with a 30-day launch plan.
Key takeaways
  • Permission comes first. WhatsApp’s policy requires opt-in today, and India’s DPDP consent duties are reported to start on 13 May 2027.
  • You pay per delivered message. Since October 2026, Meta also charges for service replies beyond a monthly free allowance.
  • New senders start small. A new portfolio can reach 250 people per 24 hours, so a large list takes planning.
  • Unwanted messages cost you reach. Blocks and reports can pause your templates and hold back your limit.
  • Do the break-even math first. At a ₹500 margin, 10,000 delivered messages need about 21 extra orders to cover Meta’s charge.

What is WhatsApp marketing?

It is permission-based selling inside a chat app your customers already open. The audience is large: Meta says over 2 billion people use WhatsApp, and India’s government counted 53 crore users in February 2021. That Indian figure is more than five years old, so use it only as a rough sense of scale. A WhatsApp campaign differs from an SMS blast or an email newsletter in three ways:
  • Customers can answer. A promotion can turn into a sales conversation in the same thread.
  • Meta sits in the middle. It reviews your templates, scores how people react, and can slow you down.
  • Every delivered marketing message has a known price. That makes the campaign math simple, and it makes careless sending expensive.
You will see high open rates quoted for WhatsApp, including 98%. Treat any quoted rate as a claim rather than a plan, because your own read counts will tell you more within one campaign.

Which WhatsApp tool should you use?

Start with the decision, not the feature list. WhatsApp offers two products for business: the WhatsApp Business app, built for small business owners, and the Business Platform, which you use through a provider or your own integration. Decision map. If people have not agreed to hear from you, collect opt-in first. If they have and you do not need a team inbox, tagged audiences or scheduled campaigns, use the WhatsApp Business app. If you need those and your store, CRM or billing system should trigger messages, use the Business Platform with an API. Otherwise use the Business Platform with a no-code console. Choose the smallest option that fits today, and move up when you outgrow it. A clinic confirming appointments by hand can stay on the app for a long time. A retailer with a festive calendar and several agents will outgrow it quickly.

What messages can you send, and when?

Two message types follow two different rules. Templates are pre-written messages that Meta approves in advance, and you can send them at any time. Free-form messages are ordinary replies, and you can send them only for 24 hours after the customer last messaged or called you. Timeline across eight days. Template messages are allowed at any time to people who opted in and are charged per delivery. Free-form replies are allowed for 24 hours after a customer messages you, and the window resets if they message again. After a click to WhatsApp ad, a reply can open a free entry point window of up to 7 days in which Meta does not charge for most message types. Timeline across eight days. After a click to WhatsApp ad, a reply can open a free entry point window of up to 7 days in which Meta does not charge for most message types. Every template belongs to a category, and the category sets its price and its scrutiny. Marketing is the one that trips people up, because Meta’s categorisation guidance is broader than most teams expect: Don’t label promotions as utility to save money. Since April 2025, Meta approves such a template as marketing when it disagrees with your choice, and it can apply stricter treatment to businesses it finds abusing the system.

Who are you allowed to message in India?

Three rulebooks overlap, and they ask for different things. Design your sign-up for the strictest one, because you only want to collect consent once. We didn’t find a TRAI document that applies the TCCCPR to messages sent inside WhatsApp. Ask your counsel if it matters to your plan. It does apply to the SMS and calls around your WhatsApp programme, so an SMS asking people to join on WhatsApp needs DLT registration. The February 2025 amendment also has providers scrub messages containing URLs and OTT links against data senders whitelist, so a WhatsApp link in that SMS likely needs whitelisting too.

What a good opt-in looks like

Meta’s bar is lower than the DPDP Act’s. Meta allows general permission that doesn’t mention WhatsApp, as long as you name your business and follow local law. The Act, by contrast, asks for consent tied to a specified purpose. Build to the Act now, so you don’t have to re-collect consent later, and so an earlier start date wouldn’t catch you out. Here is sample wording for an unticked checkbox on a checkout page:
Yes, send me offers and new arrivals from [your business name] on WhatsApp. I can stop anytime by replying STOP.
That wording does four useful things. It names the business and the channel, states the purpose, and explains how to leave. Because the box starts unticked, ticking it is a clear action. Keep order updates as a separate consent, as Meta also suggests for reducing blocks. Then apply these checks to your list:
  • Keep a record. Save when, where and in which words each person agreed. This is our recommendation for proving consent later, not a format the law sets.
  • Offer Indian languages. The Act gives people the option to read the notice in English or any language in the Constitution’s Eighth Schedule.
  • Don’t buy lists. A purchased list fails WhatsApp’s test, because those people never opted in to hear from you.
  • Review old lists. For consent given before the Act starts, it asks you to send a notice as soon as reasonably practicable. You may keep processing until the person withdraws.
  • Be careful with minors. The Act bars targeted advertising directed at children, subject to prescribed exemptions. Education brands should check this first.
Penalties can be serious. PIB’s backgrounder lists up to ₹200 crore for violations of children’s obligations and up to ₹50 crore for other violations not separately listed. This section is general information rather than legal advice, so confirm the current text with your counsel.

What does WhatsApp marketing cost?

Meta charges per delivered message, based on the category and the recipient’s country. Four charges can appear on your bill:
  1. Meta’s marketing rate. Meta publishes it on its rate card, effective 1 October 2026. MyOperator reports ₹0.8631 per message in India, on a page updated 29 October 2026. We haven’t matched that figure against the card, and Meta can change rates at the start of any quarter, so check it before budgeting.
  2. GST. MyOperator reports 18% on Meta’s charges and provider fees, with input tax credit for GST-registered businesses.
  3. Your provider’s fee. It varies by provider, so ask for it in writing.
  4. Replies. Since 1 October 2026, service replies are free only for the first 1,000 per business phone number each month. Utility templates sent inside the 24-hour window are now charged as well.
Meta’s one large discount comes from ads. When someone messages you from a click to WhatsApp ad on the Android or iOS app and you reply in time, a free entry point window can stay open for up to 7 days. You pay for the ad, and Meta doesn’t charge for marketing, utility, authentication, or service messages during that window. If you hold a Meta billing relationship in India, note one deadline. Solution providers and directly integrated businesses billed in India must move their accounts to INR by 31 December 2026. From 1 January 2027, Meta stops delivering messages from their non-INR accounts.

Will a campaign pay for itself?

Before you send, calculate how many extra orders you need. Divide your total sending cost by your profit per order. The chart assumes about ₹1.02 per delivered message, which is the reported rate plus GST. Bar chart of orders needed to cover Meta charges on 10,000 delivered marketing messages at about ₹1.02 each. A ₹100 margin per order needs 102 orders, ₹250 needs 41, ₹500 needs 21, ₹1,000 needs 11, and ₹2,000 needs 6. Margins are illustrative and provider fees are excluded. Take an imagined store with ₹500 profit per order. Sending to 10,000 people costs about ₹10,185 in Meta charges and GST, so it needs 21 orders. Three adjustments make that estimate honest:
  • Subtract the discount. A ₹100 coupon drops that ₹500 margin to ₹400, which raises the break-even to 26 orders.
  • Add your provider fee. Add it to the ₹1.02 before dividing.
  • Count only extra orders. Some customers would have bought anyway. Hold back a random 10% of your list, and credit the campaign only with the difference in order rate between the two groups.
Published results can look far better than a break-even. Plivo reports that Tata CLiQ reached a 57% click-through rate and a tenfold increase in return on investment. That is one retailer’s case study in a September 2024 vendor guide, so use it as a sign of what’s possible and not as a forecast.

Why do campaigns get limited?

Meta controls your reach at two levels: how many people you can reach each day, and how your messages land.

Your daily limit

Your messaging limit caps the unique people you can reach outside a customer service window in a moving 24 hours. Staircase, not to scale. Messaging limits rise from 250 to 2,000 to 10,000 to 100,000 to unlimited unique people per moving 24 hours. Reaching 2,000 needs business verification or 2,000 delivered high-quality template messages in 30 days. Later steps are automatic when quality is high and at least half the limit was used in the last 7 days, and they apply within 6 hours. Staircase, not to scale. Reaching 2,000 needs business verification or 2,000 delivered high-quality template messages in 30 days. Later steps are automatic when quality is high and at least half the limit was used in the last 7 days, and they apply within 6 hours. Two details matter for planning:
  • Your whole business shares it. The limit sits at the portfolio level, so one number can use up the allowance for all the others.
  • Order updates count too. The limit covers messages outside a customer service window, not just marketing. A big promotion can crowd out the alerts your customers expect.
So verify your business before a big launch. With a limit of 2,000, an 8,000-person list takes about four days if you send nothing else and your limit doesn’t rise.

How people react

Every campaign is also a vote on your business. People’s reactions feed three separate brakes: Flow diagram. A sent campaign produces good signals such as reads and replies, and bad signals such as blocks, reports, mutes, archives and low reads. These feed three brakes. The person: an adaptive limit may withhold marketing, and people can stop a business in their settings. The template: quality ratings can trigger pacing and pauses of 3 hours, then 6 hours, then disabling. The business: quality scored over 7 days affects limit growth and can lead to rate limits. A very small share of users also sit in a Meta experiment and receive no marketing templates unless a window is open. You can’t opt out, and those failed sends aren’t billed. Expect some undelivered messages on every campaign, even from a clean list.

Which campaigns are worth running first?

Start with the moments when a message helps the customer. The table shows goals rather than industry benchmarks, because your own results are the only numbers worth trusting. Categories follow Meta’s guidance and can differ based on your exact wording. Write each message so it could only come from you. Use the customer’s name and a detail from their history, such as the product category they bought. Keep one clear next step. Meta advises against open-ended welcome messages and sending too many per day. Plan around Indian habits you can test. Try regional-language templates for regional segments, and try voice or SMS follow-ups for high-value leads who don’t read. Treat send times as an experiment too, and let your own read data decide.

How do you launch in 30 days?

This plan favours a slow start, because a poor first campaign can set back your limit growth.
  1. Week 1: Set the foundation. Pick the tool using the map above, then complete Meta business verification. Add an opt-in step to your checkout, forms and in-store process.
  2. Week 1: Clean your list. Keep people with a recorded opt-in, and tag them by source and interest. Remove anyone who has asked you to stop.
  3. Week 2: Write and submit. Draft two marketing templates and one utility template. Add STOP instructions to the marketing footer, and allow up to 24 hours for approval.
  4. Week 2: Test on yourselves. Send to your own team’s numbers first, and check variables, links and buttons.
  5. Week 3: Send to your warmest group. Choose recent buyers, stay within your limit, and hold back a random 10%.
  6. Week 3: Read the signals. Check template quality and failures before you widen the audience. Pause if a template’s rating drops.
  7. Week 4: Compare and scale. Compare buyers with the holdout, then calculate your real break-even. Scale what cleared it, and rewrite or drop the rest.
Sending costs real money and reaches real people. Confirm the audience and the template before each launch, even on a small test.

What should you track?

Sent counts tell you very little. Use this table to decide what to do next:

How Vobiz handles WhatsApp marketing

Vobiz WhatsApp gives marketers a console and gives developers an API on the same account.
  • Connecting a number. Use embedded signup through Meta, bring your own number, or buy a WhatsApp-capable number from Vobiz. Deregister the number from the WhatsApp or WhatsApp Business app first.
  • Templates. Create templates in Messaging → Templates, in 60+ languages, and track their approval status from the console.
  • Audiences. Contacts can be imported by CSV and organised with tags and custom attributes. Use a tag for marketing consent and an attribute for its date and source, so a campaign aimed at that tag excludes everyone else.
  • Campaigns. Campaigns send an approved template to tagged contacts or chosen contact IDs. You can schedule, pause, resume or cancel them. Each one reports sent, delivered, read, failed and skipped counts, with a per-recipient reason for failures.
  • Conversations. The shared inbox lets a team assign chats, use canned responses and see how long the 24-hour window has left.
  • System integration. Webhooks (callbacks) notify your software about inbound messages and delivery status. Your developers authenticate API calls with your own Auth ID and Auth Token.
  • Other channels. Vobiz Messaging covers SMS, MMS and RCS, and India DLT guidance covers the registration those campaigns need. Promotional calling uses the 140 series.
Campaigns send real messages and are billed. Start with your own test number, and confirm the audience before you launch. Current Vobiz rates are on the pricing page.

Frequently asked questions

Not at scale. On the Business Platform, Meta charges for each delivered marketing template, and your provider may add its own fee. The main exception is the free entry point window after a click to WhatsApp ad. Meta doesn’t charge for messages customers send you.
A new business portfolio can reach 250 unique people in a moving 24 hours, outside customer service windows. That rises to 2,000, 10,000, 100,000, and then unlimited as you verify your business and keep quality high. Meta can also withhold marketing from individual people.
Not under the Business Platform conditions Meta publishes. Its policy asks for two things: the person gave you their number or username, and they opted in to hear from you. Saving your number isn’t one of those conditions, although a saved contact may trust your message more.
Allow up to 24 hours. Vobiz’s documentation says Meta’s review typically takes between a few minutes and 24 hours. Choose the correct category before you submit, because Meta approves a promotion submitted as utility as marketing, and marketing is charged at its own rate.
Yes. A no-code console lets you connect a number, create templates, import and tag contacts, and schedule campaigns. You need a developer only when another system, such as your store or CRM, should trigger messages or receive delivery events automatically.
