November 3, 2026 · By Piyush Sahoo Call forwarding is a phone feature that sends an incoming call to another number before anyone answers, using a rule you set in advance. A call transfer is different: someone answers first, then moves the live conversation to another person. Forwarding follows a rule, while a transfer follows a decision. This guide gives you a one-question test for telling them apart, the four forwarding rules, what they can cost, and how to check your own number in India. It also covers the scam that made India’s telecom department step in.
Key takeaways
  • Ask one question: has anyone answered yet? If not, it’s forwarding. If so, it’s a transfer.
  • There are four standard forwarding rules: always, when busy, when unanswered, and when unreachable.
  • You may pay for the onward part of a forwarded call. Forwarding abroad can cost more, so check your plan first.
  • In India, never dial a forwarding code because a caller told you to. DoT has warned about this scam and ordered operators to stop USSD-based forwarding.
  • A business number can do more than a SIM setting. It can ring several people, try them in order, and report what happened on each call.

How call forwarding differs from call transfer

The difference is when the call moves. Forwarding happens before the first answer, so you never join the conversation. A transfer happens after the first answer, so someone has already heard the caller out. Timeline with a dashed line at the first answer. Forwarding: the caller dials, your rule is checked and another number rings before the line, and the other person answers after it. Transfer: the caller dials and your phone rings before the line, then you answer, move the live call, and a new person takes over. Timeline with a dashed line at the first answer. Forwarding: the caller dials, your rule is checked and another number rings before the line, and the other person answers after it. Transfer: the caller dials and your phone rings before the line, then you answer, move the live call, and a new person takes over. Forwarding also goes by the name call diversion, and some people simply say “call divert”.

What does “call transferred” mean?

“Call transferred” means a live call was moved to someone else without the caller hanging up and redialling. When you hear “please hold while I transfer your call”, this is what’s happening. Transfers come in two common styles:
  • Cold transfer. The call moves straight to the next person with no introduction. It’s quick, which helps when lines are busy, but the caller may have to explain everything again.
  • Warm transfer. The first person briefs the next person, then hands the caller over. It takes longer, and the caller doesn’t repeat their story.
For a deeper look at handoffs, read how context-aware call transfers work. The words on your phone’s screen are a separate matter. CallerDesk’s list of common messages is a useful reference: “registration successful” usually means the network accepted a forwarding setting, while “erase successful” means it removed one. Wording differs across phones and networks.

How does call forwarding work?

The rule lives in your operator’s network. Airtel describes it this way: the network spots that forwarding is on and sends the call to the second number. So a rule for an unreachable phone still works when your battery is dead, because your handset takes no part in the decision. Two things follow from this design. Apple notes that your iPhone must be in network range when you set forwarding, because the setting has to reach the network. Also, under the 3GPP standard for mobile forwarding, the number that receives the call gets an indication that it was forwarded, while telling the caller is optional. That’s why a caller may never find out.

What are the four types of call forwarding?

Mobile networks define four rules in 3GPP TS 22.082. Indian operators such as Airtel and Vi offer the same four. Unconditional forwarding covers every call, and the other three are together called conditional forwarding. Flowchart of four questions in order. If forward all calls is on, the call forwards always. If the network cannot reach your phone, it forwards when unreachable. If you are on another call, it forwards when busy. If nobody answers before a timer of 5 to 30 seconds ends, it forwards when unanswered. Otherwise your phone takes the call. The standard sets the no-answer timer at 5 to 30 seconds, in steps of 5. A short timer gets callers to a person faster, but gives you less time to reach your phone. One trap catches teams that chain phones together. The standard says forwarding hops within and between mobile networks should be limited to a value from 1 to 5 to stop endless loops. Once a call leaves those networks, the count may not be limited at all. Don’t forward phone A to B and B back to A. Business phone systems often add time-based rules, such as sending calls to a mobile after office hours.

How do you check or turn off call forwarding in India?

The safest route is your phone’s settings, or your operator’s app. Open them first, because they show the number your calls are going to.
  • Android: Vi’s guide gives the usual path: Phone app, Settings, Call settings, Calling accounts, your SIM, then Call forwarding. Names vary by brand.
  • iPhone: Apple’s path is Settings, Apps, Phone, Call Forwarding. Apple says to ask your carrier about the busy and unreachable rules.
  • Dual SIM: Check each SIM, because a rule can be active on one and not the other.
Operators also publish short codes. We read these pages on November 3, 2026, and we only list codes for checking and turning off. For BSNL and MTNL, use phone settings or ask the operator. Airtel’s and Vi’s patterns follow the 3GPP dialling format, but each operator decides what it supports. If a code fails, go back to settings.
Some codes may not work, and that’s partly by design. In a notice dated March 28, 2024, the Department of Telecommunications told licensees to stop USSD-based forwarding from April 15, 2024 “till further notice”. It named *401# as the most common form. Existing users may be asked to set forwarding up again another way. We found no later DoT notice lifting this as of November 3, 2026, yet operator pages still list codes. So confirm the current method with your operator.
In February 2026, TelecomTalk reported that Jio added forwarding controls to the MyJio app, and that they work only on mobile data. Be careful with blanket advice to turn everything off, though. Conditional rules can also carry your voicemail, so removing them may change what happens to missed calls.

Why is a stranger asking you to dial a code a red flag?

Forwarding is harmless until someone else switches it on for you. In January 2024, DoT warned that criminals posing as bank, delivery, or telecom staff ask people to dial *401# plus a number. In DoT’s words, this “allows fraudster to receive all incoming calls”. India TV’s report links this to bank OTP requests. Four steps. A fake agent calls claiming a fault. You dial a code containing their number. Your incoming calls ring on their phone. They can misuse calls meant for you, such as OTPs. Below, advice to break the chain at step 2: never dial a code on request, turn off forwarding you did not set, report on Chakshu, and call 1930 if money has moved. Four steps. Below, advice to break the chain at step 2: never dial a code on request, turn off forwarding you did not set, report on Chakshu, and call 1930 if money has moved. If you think this happened to you, act in this order:
  1. Turn it off. Use your phone settings or your operator’s app, and check every rule on every SIM.
  2. Call your operator. Ask them to confirm that no rule remains on your number.
  3. Report the call. Use Chakshu on Sanchar Saathi, the channel named in coverage of the DoT order.
  4. If money moved, call 1930. The national cyber crime helpline runs around the clock, and you can also file at the cyber crime portal.
Your phone may help too. Apple says iPhone alerts you to, and blocks, links that ask you to turn on forwarding.

Does call forwarding cost extra?

It can, because a forwarded call has two parts. The 3GPP standard says whoever set up the forwarding may pay for the onward part. Allo’s glossary adds that mobile carriers often count it as outgoing minutes. Vi’s guide warns of added cost when you forward to an international number. A caller dials your number, which is part 1. Your number forwards to another number, which is part 2. The caller sees part 1 as any other call. The forwarding party may be charged for part 2, and sending it abroad can add cost. The forwarding party may be charged for part 2, and sending it abroad can add cost. Ask your operator two things before you rely on it for a business line. Does your plan count forwarded minutes as included? Does the destination number change the rate?

Which one does your business need?

Start with the answer test, then follow the branch. Decision tree. If someone has answered, choose a warm transfer when the next person needs a briefing, or a cold transfer when not. If nobody has answered and every caller should go to one place, choose call forwarding. Otherwise, the caller choosing means an IVR menu, whoever is free means ringing several phones, and time, team, or data means call routing. Decision tree. A SIM setting is fine for one person covering their own phone. It gets harder when a number belongs to a team. Exotel’s overview describes the patterns businesses tend to want, such as ringing all agents at once, or sending the caller to the nearest centre. Those need a rule that lives on the business number instead of a handset. If callers should pick where they go, an IVR is the better tool. If software should decide, read what call routing is. If both sides need to keep their numbers private, number masking fits better than plain forwarding.

How Vobiz handles forwarding and transfers

On Vobiz, forwarding is part of how a number is routed. You link each number to an XML application or an inbound trunk. For an application, Vobiz asks your server what to do on each incoming call, and your server replies in VobizXML.
  • Forward to one number. The Dial element connects the caller to a phone number, a SIP user, or a WebRTC user. Set timeout to control how long it rings, since the effective default is 120 seconds.
  • Ring several phones. With simultaneous dialing, Vobiz connects whoever answers first and cancels the others.
  • Try people in order. With sequential dialing, your application returns the next number when an attempt ends in an outcome such as no-answer, busy, or failed. You can end the chain with voicemail.
  • Transfer a live call. The Transfer Call API moves a call that’s in progress to new instructions. You choose the caller’s side, the agent’s side, or both.
  • Warm transfer. A conference room can act as the staging area, so two agents can talk with the caller before one drops off.
  • See what happened. Dial reports a final DialStatus, and sends live updates to your webhooks (callbacks). The callback guide explains how they work.
Three details matter for planning:
  • Caller ID. For phone destinations, set callerId to a Vobiz number your account owns or is authorized to use. In India, it must be a Vobiz-rented Indian number. That’s the number presented to the person receiving the forwarded call, so your team can recognise it as a business call.
  • India routes. India’s calling rules require both parts of a domestic call to stay within India, and only India-registered businesses with completed KYC can rent Indian numbers.
  • Billing. Each part of a transferred call is charged separately, and ring time isn’t billed. See Vobiz pricing for rates.
These features place real, billed calls using your own Auth ID and Auth Token. Test on numbers you control, and confirm the destination before you go live.

Frequently asked questions

Call forwarding sends calls made to your number on to another number you pick, before anyone answers. You set the rule once, and it can apply to every call or only when you are busy, unreachable, or do not pick up. Callers keep dialling the same number.
Timing. Forwarding moves a call before anyone answers, following a rule set in advance. A transfer moves a call after someone has answered, because that person decided a colleague should take it. Forwarding needs nobody present. A transfer needs a person or an application on the call.
It means a live call was moved from the person who answered to someone else, without the caller hanging up and redialling. In a warm transfer, the first person briefs the new one. In a cold transfer, the call moves straight away with no briefing.
Open the call forwarding page in your phone’s call settings and look for an active rule or an unfamiliar number. Vi also lists *#21# to check forward-all status. Some phones show a status bar icon, but the settings page is the safer check. On a dual-SIM phone, check both SIMs.
It can. The forwarding party may be charged for the onward part of the call, and carriers often count it as outgoing minutes. Forwarding to an international number can add more. Rates vary by operator and plan, so check yours before you rely on it.
Yes, if they trick you into dialling a code or change your settings. DoT has warned about callers posing as support staff who ask you to dial one. Ignore such calls, turn off any forwarding you did not set, and report it on Sanchar Saathi’s Chakshu page.
