# What Is a Missed Call Service? How Businesses Use It

> A missed call service turns one unanswered ring into a lead. See how it works, when to use it, and what India's 2026 TRAI rules allow you to send next.

*November 3, 2026 · By [Piyush Sahoo](https://www.linkedin.com/in/piyush-s713/)*

A missed call service is a business phone number that customers ring without anyone answering. The call ends unanswered, so the caller normally pays nothing. The system records who rang and when. The business then replies with an SMS, a WhatsApp message, or a callback.

> [!NOTE]
>
> **Key takeaways**
>
> * A missed call gives you a phone number and a time, and nothing else. Everything of value happens in the follow-up.
> * It suits places where nobody can tap a link, such as print ads, hoardings, radio, and product packs.
> * Use a separate number for each ad or option, because the number dialled becomes your tracking data.
> * In India, TRAI's September 2026 rules limit contact based on an inquiry to seven days and require proof of that inquiry.
> * A missed call isn't blanket permission to market to someone. Get registered consent before you promote anything.

## What does "missed call" mean, exactly?

The same two words describe four different things, so it helps to separate them first.

| Term | Who it's for | What it is |
| - | - | - |
| Personal missed call | Friends and family | A ring that's cut on purpose to send a signal without paying, such as "I've arrived" |
| Missed call alert | Mobile subscribers | An operator feature that [tells you about calls you missed](https://www.businesstoday.in/technology/story/airtel-now-offers-smart-missed-call-alert-feature-like-jio-how-it-works-337275-2022-06-12) while out of coverage |
| Missed call service | Businesses | The subject of this article: a published number that collects responses |
| One-ring scam | Nobody | A fraud that [uses a missed call to bait you](https://www.donotcall.gov.au/consumer-alerts/missed-call-scam) into calling a premium-rate line |

This article covers the third one. A **missed call number** is simply the phone number used for it.

## How does a missed call service work?

Your customer does one thing: dial. The system handles the rest.

![Flow diagram. A customer sees a number, dials it, the service rejects the call unanswered, and the system logs the caller, time, and number dialled. The log triggers an SMS or WhatsApp reply, a callback from a person, or an automated call. The caller normally adds no call charge. The business pays for the number, capacity, and follow-ups.](https://mintcdn.com/vobizai/Gqjw4qC2csbNZrm6/images/blog/what-is-a-missed-call-service/call-flow-light.svg?fit=max\&auto=format\&n=Gqjw4qC2csbNZrm6\&q=85\&s=5b646fd468d5aa23bd3d29a5b183dcab)

What the caller hears depends on the setup. Some services cut the call after a ring or two, while others reject it at once with a busy tone. Either way, nobody picks up, so there's no conversation to pay for.

The business receives very little: the caller's number and the time. It doesn't get a name, a need, or a location it can rely on. That's the bargain. You ask the customer for almost nothing, so you learn almost nothing until you follow up.

## Why are missed calls still used in India?

The habit came first. People on small prepaid balances learned to signal each other with a ring that was cut before it connected. Businesses later built on a behaviour that nobody had to be taught.

[ZipDial](https://techcrunch.com/2015/01/19/twitter-confirms-acquistion-of-indias-missed-call-marketing-platform-zipdial/), founded in 2010, turned that habit into missed call marketing. People rang a brand's number, hung up before any charge, and got a call or text back. Twitter announced its purchase of the company in January 2015.

Cheaper calls and bundled plans have weakened the cost argument since then. Two other reasons keep the idea alive.

**It connects offline ads to a phone.** You can't click a hoarding or a radio spot, but you can dial a number from one.

**It reaches people outside the broadband base.** TRAI's [September 2026 subscriber data](https://www.trai.gov.in/sites/default/files/2026-10/PR_No140of2026_0.pdf) shows a large group of connections with no broadband subscription.

![Bar chart from TRAI data for the end of September 2026. India had 1,174.34 million wireless connections excluding machine SIMs, and 964.98 million were on broadband. That leaves 209.36 million, about 18 percent, not on broadband. Wireless tele-density was 147.47 in urban areas and 60.72 in rural areas.](https://mintcdn.com/vobizai/mqmO5fv1DjIYZtT2/images/blog/what-is-a-missed-call-service/reach-light.svg?fit=max\&auto=format\&n=mqmO5fv1DjIYZtT2\&q=85\&s=1ad5763bc34fdee3830e081d6fa5441f)

We calculated that gap from TRAI's table by adding consumer SIMs (1,155.15 million) and fixed wireless connections (19.19 million), then subtracting wireless broadband without machine SIMs (964.98 million). Read it as connections, not people, because one person can hold several SIMs.

## What do businesses use missed calls for?

These uses share one pattern: a low-risk request where the caller's number is enough to act on.

| Use | Example | What the follow-up does |
| - | - | - |
| Account information | [EPFO members](https://www.caalley.com/news-updates/indian-news/no-app-no-login-check-your-pf-balance-with-just-a-missed-call-or-sms) get their PF balance, and [SBI customers](https://sbi.bank.in/web/personal-banking/information-services/kyc-guidelines/sbi-quick-missed-call-banking) get a balance or mini statement | Sends the details by SMS to the registered number |
| Order confirmation | Cash-on-delivery checks, where the customer rings to confirm | Marks the order confirmed |
| Ad response | A number printed on a newspaper ad or pack | Sends the price list, or a salesperson calls |
| Votes and polls | One number for each option | Counts unique callers on each number |
| Callback request | "Ring this number and we'll call you" | Puts the lead in a calling queue |
| Opt-in and opt-out | Joining or leaving a list | Updates the list, subject to the consent rules below |

The first row depends on a number the bank or fund already holds. That's why those services can answer instantly: the caller's number identifies the account. An ad response has no such record, so it needs a person or a clearer next step.

## When is a missed call the wrong choice?

A missed call is a first step for a person who can't easily take another kind of step. If they can, give them something richer.

![Decision map. If people can tap a link where they see you, use a web form when you need details now, or a WhatsApp chat link when you don't. If they can't tap a link and need an answer during the contact, use an answered call or IVR. Otherwise, use a missed call: one number for each option if there's a choice to record, or one number if there isn't.](https://mintcdn.com/vobizai/Gqjw4qC2csbNZrm6/images/blog/what-is-a-missed-call-service/choose-channel-light.svg?fit=max\&auto=format\&n=Gqjw4qC2csbNZrm6\&q=85\&s=48f8f9410cda3c6d836d5efee411bd06)

Two more situations call for caution.

* **Urgent problems.** A person with a failed payment wants an answer now, so an agent or an [IVR](https://www.vobiz.ai/docs/blogs/what-is-an-ivr.md) serves them better than a promised callback.
* **Anything involving money.** Missed calls are sometimes offered as an alternative to OTPs for checking a phone number. That's reasonable for low-risk checks. SBI says SBI Quick, its missed call banking service, [doesn't provide financial transactional services](https://sbi.bank.in/web/personal-banking/information-services/kyc-guidelines/sbi-quick-missed-call-banking). Keep payments out of a missed call flow too.

## What can you send after a missed call in India?

The rules changed in 2026. TRAI classifies what you send by its content and your relationship with the recipient. The map below is our plain-language reading of the rules.

![Decision map of TRAI categories. A follow-up that sells beyond the request is promotional: calls use the 140 series, SMS carries an opt-out, and blocks must be respected unless digital consent is held. For an existing customer, it is service or transactional on the 1600 series with no explicit consent, and confirmations go within 30 minutes. For someone mid-purchase, it needs registered explicit consent valid for seven days. For a product inquiry, contact is allowed for seven days at most if the inquiry is written or digital and verifiable. TRAI does not say whether a missed call qualifies.](https://mintcdn.com/vobizai/Gqjw4qC2csbNZrm6/images/blog/what-is-a-missed-call-service/follow-up-rules-light.svg?fit=max\&auto=format\&n=Gqjw4qC2csbNZrm6\&q=85\&s=f151678fd217c6c3723ebb956a12bfe5)

**The seven-day rule matters most.** TRAI's [Third Amendment](https://www.trai.gov.in/sites/default/files/2026-09/Regulation_18092026.pdf), notified on 18 September 2026, allows contact based on an inquiry only within seven days of it. The inquiry must be made in writing or through digital means, and you must keep it in a verifiable form. TRAI's explanatory memorandum says it added that wording because senders were claiming oral inquiries that left no proof.

**Is a missed call a valid inquiry?** The TRAI documents we read don't say whether a missed call counts as an inquiry, so we can't tell you it qualifies. TRAI's press release says the inquiry provision is [intended primarily for e-commerce and e-service platforms](https://www.trai.gov.in/sites/default/files/2026-09/PR_No119of2026.pdf). Don't assume either way. Keep a timestamped log, state the purpose clearly in your ad, and ask a telecom compliance adviser before you depend on this route.

**A missed call isn't explicit consent by itself.** TRAI defines [explicit consent](https://www.trai.gov.in/sites/default/files/2026-09/Regulation_18092026.pdf) as permission recorded by a Consent Registrar, or verifiably obtained and then registered in the Consent Register. If you want to market after the first reply, get it through the consent process on DLT. The [Vobiz DLT registration guide](https://www.vobiz.ai/docs/best-practices/dlt-registration.md) covers consent templates.

Several other rules affect the follow-up:

* **Series.** TRAI [restricts telemarketing from ordinary 10-digit numbers](https://www.trai.gov.in/sites/default/files/2025-02/PR_No.11of2025.pdf). Promotional calls use the 140 series, and service and transactional calls use the 1600 series. A callback that turns into a sales pitch is safest treated as promotional. See the [Vobiz India calling regulations](https://www.vobiz.ai/docs/compliance/india/calling-regulations.md) for the series available to you.
* **Automated callbacks.** The Third Amendment [defines application-to-person calls](https://www.trai.gov.in/sites/default/files/2026-09/PR_No119of2026.pdf) to include autodialled and pre-recorded calls. You must declare them to your operator in advance, or they count as unsolicited.
* **Mixed messages.** If you add an offer to a service message, the [whole message becomes promotional](https://www.trai.gov.in/sites/default/files/2025-02/Regulation_12022025.pdf).
* **Opt-outs.** After someone opts out, you [can't ask them for consent again for 90 days](https://www.trai.gov.in/sites/default/files/2025-02/PR_No.11of2025.pdf), although they may opt back in themselves.
* **Complaints.** Under the Third Amendment, [action can start at three unique complaints in ten days](https://www.trai.gov.in/sites/default/files/2026-09/PR_No119of2026.pdf) if operator AI systems also flag your number. See [UCC and NDNC compliance](https://www.vobiz.ai/docs/compliance/india/ucc.md).
* **WhatsApp.** Meta [requires an opt-in](https://developers.facebook.com/documentation/business-messaging/whatsapp/getting-opt-in) that names your business and makes clear the person will hear from you. Plan to collect it in your ad or first SMS.
* **Personal data.** A phone number identifies a person. The [DPDP Act's notice and consent duties](https://www.amsshardul.com/insight/enforcement-of-the-dpdp-act-and-notification-of-the-dpdp-rules/) apply from May 2027 on the schedule published in November 2025. Build your logs with that in mind now, and check for changes.

The Third Amendment's parts start 30, 60, or 90 days after publication in the Gazette, and the A2P declaration falls in the 60-day group. Check the current position with your operator or adviser before launch.

## How do you run a campaign without losing leads?

Most failures come from the follow-up plan, not the phone number. Work through these before you print anything.

1. **Promise one specific thing.** "Ring for this week's price list" gives people a reason to dial and gives you a clear purpose to record.
2. **Give each source its own number.** The dialled number then tells you which ad, region, or store worked.
3. **Decide who replies, in what language, and how fast.** A list that nobody works is worth nothing, so name an owner first.
4. **Check capacity before a big spot.** Callers get a busy signal once you [hit your concurrency ceiling](https://www.vobiz.ai/docs/platform/capacity/concurrency.md), and that signal won't show in your own logs. On a missed call number, the caller may think nothing is wrong. Raise your limit before a TV spot or a large print run.
5. **Publish the number on your own site.** Australia's regulator [told people in 2019 to ignore missed calls from unexpected international numbers](https://www.donotcall.gov.au/consumer-alerts/missed-call-scam), and people may be wary of numbers they can't place. A number customers can look up on your site gives them a reason to trust it.
6. **Tell people what to expect.** Say who will contact them, and through which channel.

Then measure the steps that show real results:

| Measure | What it tells you | What to watch for |
| - | - | - |
| Total calls | Raw reach of the ad | Repeat ringers inflate it |
| Unique callers | How many people responded | The fair number for comparing ads |
| Replies delivered | Whether your follow-up went out | Failed templates and blocked numbers |
| People reached | How many conversations happened | The number that sales cares about |
| Opt-outs and complaints | Whether the audience wanted this | A rise here puts your number at risk |

## How Vobiz handles a missed call flow

On Vobiz, a missed call flow is a small application built from documented parts, and a developer can put it together. Your team then chooses what happens after each call.

| Step | What you use on Vobiz |
| - | - |
| Get a number | [Buy a phone number](https://www.vobiz.ai/docs/buy-a-phone-number.md) and complete [India number KYC](https://www.vobiz.ai/docs/compliance/india/kyc.md) |
| Hear about the call | Link the number to an [application](https://www.vobiz.ai/docs/applications.md). Vobiz calls your `answer_url` through [webhooks (callbacks)](https://www.vobiz.ai/docs/concepts/callbacks.md) with the `From` and `To` numbers ([how VobizXML works](https://www.vobiz.ai/docs/xml/overview/how-it-works.md)) |
| Reject without answering | Return the VobizXML [`Hangup` element](https://www.vobiz.ai/docs/xml/hangup) first, with reason `busy` or `rejected`. The docs describe this as ending an unanswered call without billing it |
| Stay available | Set a `fallback_answer_url`, the [backup address](https://www.vobiz.ai/docs/applications/application-object.md) Vobiz uses if your main one fails |
| Send a text | The [Messaging API](https://www.vobiz.ai/docs/sms/overview.md) carries your [DLT identifiers](https://www.vobiz.ai/docs/sms/compliance/india-dlt.md) and handles [opt-outs](https://www.vobiz.ai/docs/sms/opt-outs.md) |
| Send a WhatsApp message | Use a Meta-approved [template](https://www.vobiz.ai/docs/whatsapp/messaging/templates.md) |
| Call back | [Make a call](https://www.vobiz.ai/docs/call/make-call.md) or run a [voice campaign](https://www.vobiz.ai/docs/campaign-manager/overview.md), and keep the history in [your CRM](https://www.vobiz.ai/docs/solutions/crm-integration.md) |
| Plan for spikes | [Concurrency](https://www.vobiz.ai/docs/platform/capacity/concurrency.md) sets how many calls run at once |

Because `To` arrives with each call, one application can serve many campaign numbers and still tell them apart.

> [!WARNING]

> Numbers, SMS, and calls are billed, and follow-ups reach real people. Use your own credentials, check your consent records, and confirm the numbers before you send anything. See [pricing](https://www.vobiz.ai/pricing/) for current rates.

## FAQ

> [accordion] Is a missed call free for the caller?
>
> Normally, yes. An unanswered call doesn't start call charges, which is why the idea works. Other routes can cost money, though. SBI, for example, notes that its keyword SMS requests carry charges, and that one short code is premium-rate. Check the terms if a campaign asks you to send a text.

> [accordion] What is a missed call number?
>
> It's a phone number that a business publishes for customers to ring without expecting an answer. The system ends the call and records who rang. Many businesses use a separate number for each ad, store, or option, so the number dialled also shows where the response came from.

> [accordion] What is the difference between a missed call service and a missed call alert?
>
> A missed call service is for businesses and collects responses from customers. A missed call alert is an operator feature for subscribers. It tells you who tried to reach you while your phone was off or out of coverage. The two only share a name.

> [accordion] Can a business send me ads after I give a missed call?
>
> It shouldn't assume so. Promotional calls and SMS must respect your blocking preferences unless the sender holds your registered digital consent. TRAI's rules also limit contact based on an inquiry to seven days. If you receive unwanted messages, you can complain through TRAI's DND app or your operator.

> [accordion] Is a missed call a safe way to verify a phone number?
>
> It suits low-risk checks, such as confirming a cash-on-delivery order or showing a balance to a registered number. It proves less than it seems for anything involving money. SBI, for instance, says its SBI Quick service doesn't provide financial transactional services. Use stronger authentication for payments and account changes.

> [accordion] Should I call back an unknown international missed call?
>
> No. A one-ring call from an unexpected overseas number may be a scam called wangiri, where calling back connects you to a premium-rate line. Ignore the call. Legitimate missed call campaigns work the other way round, because you ring a number that the business has published.
