# What Is a 140 Phone Number? Why They Call, and 1600 Numbers

> A 140 phone number is India's series for promotional calls. See who uses it, why it still rings on DND, how to stop it, and how 1600 numbers differ.

*November 3, 2026 · By [Piyush Sahoo](https://www.linkedin.com/in/piyush-s713/)*

A 140 phone number belongs to India's designated series for promotional calls. Any registered business can use it to advertise a loan, a plot, a course or a phone plan. It tells you the call is marketing, not who is calling. You can stop these calls through TRAI's Do Not Disturb registry.

> [!NOTE]
>
> **Key takeaways**
>
> * **140 means marketing.** [TRAI reserves the 140xx series for promotional calls](https://www.trai.gov.in/sites/default/files/2026-07/PR_No91of2026.pdf) from businesses in any sector.
> * **1600 means your bank or the government.** The same TRAI note assigns 1600xx to service and transaction calls from regulated financial firms and government bodies.
> * **Silence counts as yes.** TRAI runs an opt-out system, so [these calls reach you until you block them](https://www.trai.gov.in/sites/default/files/2026-09/Regulation_18092026.pdf) on the DND registry.
> * **The prefix isn't proof of honesty.** Never share an OTP or PIN on any unexpected call, whatever number it comes from.
> * **Businesses have to pick the right series.** Mixing even a little promotion into a service call makes it a promotional call.

## What does a 140 number actually tell you?

It tells you the type of call, and nothing about the company. Think of the prefix as a label on an envelope that says "advertising", with no return address.

That has two practical effects:

* **You can't identify a company from the digits.** TRAI's own explanatory notes say [140 numbers are shared among multiple businesses](https://www.trai.gov.in/sites/default/files/2025-02/Regulation_12022025.pdf). So the same number can reach you for different companies, and a lookup won't reliably give you a name. Ask the caller which company they represent.
* **You can decide before you answer.** A 140 call is a sales call. If you aren't in the mood to hear an offer, you can let it ring, and you won't miss a bank alert by doing so, because [those belong on a different series](https://www.trai.gov.in/sites/default/files/2026-07/PR_No91of2026.pdf).

You may also see the series written as 140xx or 140-XXXX. Those are the same thing. The "x" stands for the digits that follow.

The businesses behind these calls fall into [eight categories that TRAI lets you control separately](https://www.trai.gov.in/sites/default/files/2026-09/Regulation_18092026.pdf):

| Category | What the call might be about |
| - | - |
| Banking, insurance, financial products, credit cards | A new card, a loan offer, a policy |
| Real estate | A housing project or plot |
| Education | Courses and coaching |
| Health | Clinics, tests, wellness plans |
| Consumer goods and automobiles | Sales, new car launches |
| Communication, broadcasting, entertainment, IT | Phone, DTH and streaming offers |
| Tourism and leisure | Holiday packages |
| Food and beverages | Restaurant and food offers |

The right-hand examples are ours, to show what each label means in daily life. The category names are TRAI's.

## Why do 140 numbers keep calling you?

The short answer is that no one has told the system you object. India uses an opt-out model for promotional calls. In its September 2026 notification, TRAI says [a customer's consent is treated as existing until that customer registers a preference to stop the calls](https://www.trai.gov.in/sites/default/files/2026-09/Regulation_18092026.pdf).

So your number doesn't need to be leaked or sold for a 140 call to be lawful. Being reachable and not having opted out is enough for a registered sender to try.

Here is how the main checks fit together.

![Flow chart of a 140 call. If you gave explicit digital consent, it comes through even if you blocked its category. If you blocked the category or all promotions, it is blocked. If it falls outside your allowed time bands, it should not be delivered. Otherwise your phone rings.](https://mintcdn.com/vobizai/Gqjw4qC2csbNZrm6/images/blog/what-is-a-140-number/why-a-140-call-reaches-you-light.svg?fit=max\&auto=format\&n=Gqjw4qC2csbNZrm6\&q=85\&s=0837e2020234ac092ab1031e1e8f9c39)

Three situations explain most "but I'm on DND" surprises:

* **You ticked a consent box somewhere.** TRAI's 2025 rules say that [calls backed by your explicit digital consent are delivered whatever you've blocked in that category](https://www.trai.gov.in/sites/default/files/2025-02/Regulation_12022025.pdf). You can [revoke that consent](https://www.trai.gov.in/sites/default/files/2026-05/CA_21052026.pdf). After you opt out, the business [can't ask you for consent again for 90 days](https://trai.gov.in/sites/default/files/2025-02/PR_No.11of2025.pdf).
* **You asked about a product.** Under the September 2026 changes, [a business may contact you for seven days after your written or digital inquiry](https://www.trai.gov.in/sites/default/files/2026-09/PR_No119of2026.pdf). That form you filled in for a car quote can legitimately produce calls for a week. [A full application stretches the window to three months](https://www.trai.gov.in/sites/default/files/2026-09/Regulation_18092026.pdf).
* **You blocked some categories, not all.** A real estate block does nothing about credit card offers. Check what you actually selected.

### What time can a 140 number call you?

TRAI's preference rules split the day into bands. [Four of them are off by default for every customer](https://www.trai.gov.in/sites/default/files/2026-05/CA_21052026.pdf): midnight to 6 AM, 6 AM to 8 AM, 8 AM to 10 AM, and 9 PM to midnight. That leaves 10 AM to 9 PM as the default window.

![A 24-hour bar showing commercial call time bands. Bands from 00:00 to 10:00 and from 21:00 to 24:00 are off by default. Bands from 10:00 to 21:00 are on by default. You can switch off any band or switch on the off bands.](https://mintcdn.com/vobizai/Gqjw4qC2csbNZrm6/images/blog/what-is-a-140-number/default-time-bands-light.svg?fit=max\&auto=format\&n=Gqjw4qC2csbNZrm6\&q=85\&s=99578e35952bd91a24b706824df50ed2)

This chart comes from TRAI's consolidated text of the regulations, which TRAI publishes for reference. The gazetted text prevails if the two ever differ. If a sales call rings at 7 AM and you haven't switched that band on, it's worth reporting.

## How do you stop calls from 140 numbers?

Use the DND registry. It's [the route TRAI's rules set for stopping 140 calls by sector](https://www.trai.gov.in/sites/default/files/2026-07/PR_No91of2026.pdf), and your operator has to apply it. Blocking one number on your own phone is also [your right under the September 2026 text](https://www.trai.gov.in/sites/default/files/2026-09/Regulation_18092026.pdf), but it only stops that number.

1. **Choose your channel.** [Dial 1909, send an SMS to 1909, or use the TRAI DND app](https://www.trai.gov.in/faqcategory/unsolicited-commercial-communicationsucc).
2. **Decide how much to block.** Use the table below. Blocking only the categories that annoy you keeps the offers you might want.
3. **Allow a day.** Operators must [apply your choice in near real time, and within 24 hours at the outside](https://www.trai.gov.in/sites/default/files/2026-05/CA_21052026.pdf).
4. **Report what gets through.** You have [seven days from the call to complain](https://trai.gov.in/sites/default/files/2025-02/PR_No.11of2025.pdf). Your phone number, the caller's number, the date and a short description are enough for a valid complaint. Use 1909, the DND app or your operator's app.
5. **Appeal if the result is wrong.** The September 2026 changes add [an appeal within 15 days](https://www.trai.gov.in/sites/default/files/2026-09/PR_No119of2026.pdf) against the way your complaint was resolved.

| What you want | Send to 1909 by SMS | Or dial |
| - | - | - |
| Block every promotional category | `BLOCK PROMO` | `*1909*50#` |
| Block banking and credit card offers | `BLOCK 1` | `*1909*1#` |
| Block real estate | `BLOCK 2` | `*1909*2#` |
| Block education | `BLOCK 3` | `*1909*3#` |
| Block health | `BLOCK 4` | `*1909*4#` |
| Block consumer goods and automobiles | `BLOCK 5` | `*1909*5#` |
| Block communication, entertainment and IT | `BLOCK 6` | `*1909*6#` |
| Block tourism and leisure | `BLOCK 7` | `*1909*7#` |
| Block food and beverages | `BLOCK 8` | `*1909*8#` |

These codes come from [the schedule in TRAI's September 2026 notification](https://www.trai.gov.in/sites/default/files/2026-09/Regulation_18092026.pdf). Check them against the prompts on 1909 or in the app, because the changes phase in over the months after Gazette publication.

**The "fully block" setting is changing.** The same notification moves everyone on Fully Block to Block Promo within 15 days of commencement. Block Promo stops promotions, and it doesn't stop service calls, transaction calls or government calls. If you relied on Fully Block to silence everything, expect these to keep coming.

**Caller ID apps can't do this for you.** TRAI says [tagging or filtering 140 calls is not allowed](https://www.trai.gov.in/sites/default/files/2026-07/PR_No91of2026.pdf), so apps may show you less than you expect on these numbers. [The September 2026 text writes this into the rules](https://www.trai.gov.in/sites/default/files/2026-09/Regulation_18092026.pdf) for apps that offer spam reporting, and it keeps your freedom to block or filter on your own device. Truecaller disagrees publicly. Its CEO argues that the restriction has [made spam worse on these series](https://inc42.com/buzz/why-truecaller-trai-are-clashing-over-140-and-1600-number-tags/), and he has said [Truecaller users block 4 lakh 140 calls and 1.25 lakh 1600 calls every day](https://www.outlookbusiness.com/news/phone-calls-from-1600-number-series-cannot-be-blocked-dnd-app-can-block-calls-from-140-series-trai). That figure is the company's own and we couldn't verify it. For now, the regulator's route is the one that binds your operator.

## Is it safe to answer a 140 number?

It's generally safe to answer and listen. What matters is what the caller asks you to do. The digits describe the kind of call, and they say nothing about whether the offer suits you.

Use this rule on any unexpected call, from any number:

* **Stop if you're asked for an OTP, PIN, CVV or password.** No promotional offer needs them.
* **Stop if you're asked to install an app or move money.** Hang up and contact the company through its own website or app.
* **Don't rely on calling back.** The series is built for outbound promotion, so the number may not take your call.

If you think someone tried to defraud you, use the channel that fits what happened:

| What happened | Where to go |
| - | - |
| Sales call you didn't want | 1909 or the TRAI DND app |
| Attempted fraud, no money lost | [Chakshu on Sanchar Saathi](https://www.pib.gov.in/PressReleseDetailm.aspx?PRID=2223779\&reg=3\&lang=1), run by the Department of Telecommunications |
| You lost money | [Helpline 1930 or the National Cybercrime Reporting Portal](https://www.pib.gov.in/PressReleasePage.aspx?PRID=2307871\&reg=48\&lang=1), as soon as you can |

## How are 1600 numbers different from 140 numbers?

They exist for the opposite reason. A 140 call wants to sell you something. A 1600 call is meant to tell you something about what you already have, such as a loan, a policy or a government service.

![Comparison table of four number types in India. 140xx is for promotions from any registered sector and can be stopped on the DND registry. 1600xx is for service and transaction calls from financial firms and government, and the DND promotional block leaves it alone, so you can only block a number on your own phone. 1601xx is for service and transaction calls from utilities, courier and logistics firms. Ordinary 10-digit numbers are for personal calls and not for telemarketing.](https://mintcdn.com/vobizai/Gqjw4qC2csbNZrm6/images/blog/what-is-a-140-number/number-series-compared-light.svg?fit=max\&auto=format\&n=Gqjw4qC2csbNZrm6\&q=85\&s=0611effd8954602370b9d3b0ff57f8c1)

A few details matter here:

* **Who can get one.** TRAI limits 1600xx to [government bodies and firms under RBI, SEBI, IRDAI or PFRDA](https://www.trai.gov.in/sites/default/files/2026-07/PR_No91of2026.pdf). That narrow list is the point. TRAI wants [customers to recognise these callers from the number alone](https://www.trai.gov.in/sites/default/files/2025-11/Direction_19112025.pdf). It describes fraudsters as [using normal 10-digit numbers to pose as real businesses](https://trai.gov.in/sites/default/files/2026-08/PR_No113of2026_1.pdf).
* **What about "160"?** Older guides, and some product pages, shorten the name to the 160 series. They mean the same 1600 service series. Vobiz's documentation uses the short form.
* **1601 is newer.** TRAI [began rolling out 1601 in August 2026](https://trai.gov.in/sites/default/files/2026-08/PR_No113of2026_1.pdf) for electricity, water, gas and LPG suppliers, plus courier and logistics firms. It gave operators 90 days to onboard them. These numbers go directly to verified businesses, not to middlemen.
* **A sales pitch from a 1600 number is misuse.** TRAI says [its rules carry strict action against senders who use 1600 numbers for promotion](https://www.trai.gov.in/sites/default/files/2026-09/Regulation_18092026.pdf). Report it through 1909.

### Which 1600 deadlines have already passed?

All of the fixed ones. [TRAI's November 2025 direction](https://www.trai.gov.in/sites/default/files/2025-11/Direction_19112025.pdf) set the dates for firms under RBI, SEBI and PFRDA. [A December 2025 direction](https://www.trai.gov.in/sites/default/files/2025-12/Direction_16122025.pdf) added insurers under IRDAI.

| Last date | Regulator | Who it covers |
| - | - | - |
| 1 January 2026 | RBI | Commercial banks |
| 1 February 2026 | RBI | Small finance banks, payments banks, and NBFCs above ₹5,000 crore |
| 15 February 2026 | SEBI | Mutual funds and asset managers |
| 15 February 2026 | IRDAI | The insurance entities it regulates |
| 15 February 2026 | PFRDA | Central record-keeping agencies and pension fund managers' points of presence |
| 1 March 2026 | RBI | Other NBFCs, co-operative banks, regional rural banks |
| 15 March 2026 | SEBI | Qualified stockbrokers |
| No fixed date | SEBI | Other registered intermediaries, voluntary for now |

After its date, a covered firm can't place service or transaction calls from other numbers, even with your consent. So if your bank's service call now comes from a plain 10-digit mobile number, be careful. Hang up and call the number on your card or the bank's app.

![Timeline of Indian rules on commercial calls. July 2018: TCCCPR 2018. December 2024: DoT sets aside the 1600 series. February 2025: Second Amendment. November and December 2025: 1600 deadlines set, including insurers. January to March 2026: deadlines fall due. July 2026: TRAI restates the roles of 140 and 1600. August 2026: 1601 starts. September 2026: Third Amendment notified.](https://mintcdn.com/vobizai/Gqjw4qC2csbNZrm6/images/blog/what-is-a-140-number/rules-timeline-light.svg?fit=max\&auto=format\&n=Gqjw4qC2csbNZrm6\&q=85\&s=a6a41f069a38a3df3a14a0a073703f32)

## What should your business do about 140 numbers?

If you call customers in India to sell anything, the 140 series is the route. TRAI says [promotional calls can be made only from 140xx](https://www.trai.gov.in/sites/default/files/2026-09/Regulation_18092026.pdf). Sales staff using personal mobiles put your connections at risk. TRAI's 2025 rules [restrict normal 10-digit numbers for telemarketing, and repeat violations can disconnect all of a sender's telecom resources](https://trai.gov.in/sites/default/files/2025-02/PR_No.11of2025.pdf).

The choice of series depends on what the call says and who you are.

![Decision map. If a call promotes anything, use 140xx. If not, and RBI, SEBI, IRDAI or PFRDA oversees you, or you are a government body, use 1600xx. If not, and you are a utility, courier or logistics business, use 1601xx. Otherwise ask your telecom provider which series applies.](https://mintcdn.com/vobizai/Gqjw4qC2csbNZrm6/images/blog/what-is-a-140-number/which-series-for-your-business-light.svg?fit=max\&auto=format\&n=Gqjw4qC2csbNZrm6\&q=85\&s=1b9f6eee16a7a0785edd6d0c8a653a2f)

Four points catch teams out:

* **Mixed calls count as promotional.** The rule is blunt: [promotional content in any commercial call makes it a promotional call](https://www.trai.gov.in/sites/default/files/2025-02/Regulation_12022025.pdf). So a bank's payment reminder that ends with a credit card pitch belongs on 140.
* **"Transactional" has a clock.** It means [a call in response to something the customer did, within 30 minutes](https://www.trai.gov.in/sites/default/files/2025-02/Regulation_12022025.pdf). Calls outside that definition may be service calls, with their own consent rules.
* **Complaints add up faster now.** The 2025 rules set the trigger at [five complaints in ten days](https://trai.gov.in/sites/default/files/2025-02/PR_No.11of2025.pdf), with outgoing services barred for 15 days on a first breach. Repeat breaches mean one-year disconnection and blacklisting. The 2026 changes add [a lower trigger of three complaints where AI systems have also flagged the number](https://www.trai.gov.in/sites/default/files/2026-09/PR_No119of2026.pdf).
* **Automated calls need declaring.** TRAI now [requires anyone placing application-driven calls to declare them first](https://www.trai.gov.in/sites/default/files/2026-09/PR_No119of2026.pdf), or they count as unsolicited. That includes dialers and voice bots. The notification sets this to start 60 days after Gazette publication, and we couldn't confirm the publication date. Calls on the designated series are exempt from the new termination charge, but not from the declaration.

Some use cases don't fit neatly. Debt collection is the best known. The concern is that a 140 call can't reach anyone who has blocked the category. We didn't find a TRAI document that settles the question for every lender, so take this one to your compliance team.

One honest trade-off: a 140 number is a visible label. Your calls will be recognised as marketing, and some people won't answer. That's the design. Good targeting and a clear opening line matter more than the digits, and [consent you can prove](https://www.vobiz.ai/docs/compliance/india/ucc.md) protects you when a complaint arrives.

## How Vobiz handles 140 and 160 numbers

Vobiz [provisions both series on request](https://www.vobiz.ai/docs/faq/number-series.md), for customers who meet the DLT and document requirements. Actions like these involve real calls and real cost, so run them only with your own credentials and after you've confirmed the details with your compliance owner.

* **Getting a 140 number.** Vobiz assigns it [from its pool to your TATA DLT ID](https://www.vobiz.ai/docs/best-practices/140-160-acquisition.md). You sign a letter of intent, submit documents, approve the number on your DLT platform, and register your template. The guide lists calling hours of 10 AM to 8 PM for this series.
* **Getting a 160 number.** There are [two routes](https://www.vobiz.ai/docs/best-practices/140-160-acquisition.md). You can acquire the number from your operator and have Vobiz deliver it, or Vobiz can acquire it on your behalf.
* **Registering your business.** [DLT entity registration](https://www.vobiz.ai/docs/best-practices/dlt-registration.md) comes first, followed by [per-number provisioning](https://www.vobiz.ai/docs/best-practices/did-provisioning.md).
* **Handling inbound.** Both series are outbound only on Vobiz. For callbacks, Vobiz provides [DID numbers you can pair with your setup](https://www.vobiz.ai/docs/best-practices/140-160-acquisition.md).
* **Do Not Call checks.** Vobiz [checks regulated outbound calls against the NDNC registry](https://www.vobiz.ai/docs/compliance/india/ucc.md), blocks calls to registered numbers that lack documented consent, and logs the attempts. The same page explains how complaint notices and proof deadlines work.
* **Capacity.** 140 and 160 calls [use dedicated capacity](https://www.vobiz.ai/docs/best-practices/140-160-acquisition.md), provisioned on request and separate from your account's central pool.

For day-to-day calling habits, the [number utilization guide](https://www.vobiz.ai/docs/best-practices/number-utilization.md) covers daily volumes and warm versus cold calling.

## Frequently asked questions

> [accordion] Who is calling me from a 140 number?
>
> A business advertising something, or a telemarketer working for one. The prefix tells you the call is promotional, not which company placed it. TRAI notes these numbers can be shared among several businesses, so ask the caller to name the company and check it through official channels.

> [accordion] Is a 140 number a scam?
>
> Not by default. The series is the legal route for promotional calls. It still does not prove that a caller is honest, so judge the request and not the digits. Never share an OTP, PIN or password, and never move money during a call you did not expect.

> [accordion] How do I block 140 numbers?
>
> Use the DND registry. Call 1909, send an SMS to 1909, or use the TRAI DND app, then block all promotions or chosen categories. Your operator must apply the change within 24 hours. A call can still reach you if you gave that business explicit digital consent.

> [accordion] Can I call back a 140 number?
>
> Don't count on it. The series exists for outgoing promotional calls, and 140 numbers on Vobiz, for example, are outbound only. If the offer interests you, find the company's official website or app and contact it from there. That is also the safer route.

> [accordion] What is the difference between 140 and 1600 numbers?
>
> 140 numbers carry promotional calls from businesses in any sector, and you can block them on the DND registry. 1600 numbers carry service and transaction calls from banks, other regulated financial firms and government bodies, usually about something you already have with them.

> [accordion] Can a 1600 number be blocked?
>
> Not through the DND registry, because its promotional block leaves service calls alone. TRAI also bars call management apps from tagging or blocking the series. You can still block a number on your own phone, though you may miss real alerts. A sales pitch from a 1600 number is misuse, so complain through 1909.
